8. Separately, fry the flour in a dry frying pan until golden brown. Then add it to the pan with the vegetables and stir.

9. After this, pour in boiling water and salt the sauce to taste.

10. When the sauce is ready, add cabbage rolls to it and simmer them over low heat for 40-50 minutes. Finally add the peeled garlic cloves.

11. Serve the cabbage rolls hot with sour cream.
