Buying a home on the secondary real estate market almost always means that the new owners will have to make repairs. And since most people buy an apartment or house only once in their lives, they plan the repair work to the maximum - with opening the floors, installing new communications and replacing all the plumbing. And in the process, the question arises of where to throw construction waste. There are several ways to properly dispose of construction waste; all you have to do is choose the most convenient one.

What is construction waste?

Before deciding where to dispose of construction waste during renovation, you should clearly understand what exactly constitutes such waste. For some reason, most people are convinced that only large and bulky waste should be considered construction waste, such as toilets, fragments of concrete slabs with protruding reinforcement, fragments of furniture, etc. In fact, such waste includes everything that needs to be thrown out during the repair work. For convenience, they were divided into three categories:

  1. Large waste from the dismantling of buildings - pieces of floors, windows, doors, etc.
  2. Waste of building materials used during repair and construction, as well as empty containers from them.
  3. Residues from finishing materials - wallpaper, paint, pieces of linoleum, tiles, drywall scraps, etc.

How to properly pack waste

There is an agreement with the organization on garbage removal - great, but you need to take care in advance about the convenience of transportation. All trash must be packed out.

Several ways to do this:

  • Carton boxes . You can get them at any store. Ideal for transporting wallpaper, plaster residues, as well as bulky waste.
  • Shopping fabric bags . Sold in hardware stores. Advantage: they can be used several times.

Where should I throw construction waste from my apartment? Some residents of high-rise buildings do not even ask themselves this question, but immediately go with bags and large waste to ordinary trash cans. This picture can be seen in almost all cities of Russia - a household container is so filled with construction scraps that there is no room left for anything else, and an old toilet stands forlornly next to it.

Such actions are illegal. Household waste containers are intended only for household solid waste (MSW), which includes plastic, wood, glass, paper, as well as organic and food waste. It is prohibited to throw any large-sized trash (more than 75 cm) into solid waste bins.

Penalties

All those who carry out unauthorized discharge of bulky waste into solid waste tanks face penalties. According to Art. 8.2 of the Code of Administrative Offenses of the Russian Federation they will be as follows:

  1. For individuals, that is, all those who carried out repairs in their own home and improperly disposed of construction waste - from 1 to 2 thousand rubles.
  2. For individual entrepreneurs engaged in repair work - from 30 to 50 thousand rubles.
  3. Legal entities are punished most severely. Their fine for unauthorized disposal is from 100 to 250 thousand rubles.

In addition, all officials responsible for the illegal disposal of bulky waste face fines ranging from 5 to 30 thousand rubles.

Cargo and hazard class

Before deciding where to dispose of construction waste, you need to determine what class of cargo the waste belongs to. This is due to the fact that different classes of cargo require their own equipment, depending on the properties of the material, its flowability and heaviness. For example, dump trucks are used for sand and gravel, and vehicles with a low platform are used for extra-heavy waste.

In most cases, construction waste is assigned first class with a load capacity coefficient equal to one. This means that the rated load capacity of the equipment will be used at 100%.

All types of waste are also divided into hazard classes - from first to fifth. The first and second are very dangerous, usually containing toxic and radioactive substances. They are found in industrial enterprises and are disposed of using special methods.

Most construction waste is waste of classes 4 and 5, that is, non-hazardous and slightly hazardous. They can be disposed of at regular sites.

A small percentage of construction waste may contain materials of class 3, that is, moderately hazardous. Usually this is wood with toxic impregnation, flammable paints and varnishes, toxic solvents, etc. Their disposal must be carried out by special neutralization enterprises.

Construction waste: how is it different from household waste?

Municipal solid waste is garbage that accumulates as a result of people's private lives. They are there where their daily life takes place - in apartment buildings and private houses or in dachas. When classifying household waste, it is divided into organic or biodegradable (food scraps, paper, fabrics, wood, green space residues) and synthetic (residues of plastic, polyethylene, metal, foam, synthetic fabrics). Municipal solid waste is classified as standard waste. After collection, they are compressed and compacted in a garbage compactor truck.

In addition to household waste, this also includes industrial waste, as well as garbage generated at enterprises providing personal services, in offices, and shopping centers. Solid municipal waste also includes bulky waste, household and industrial items that have lost their consumer properties as a result of physical and moral wear and tear. Construction waste is all types of non-standard waste accumulated during the construction or repair of buildings and premises (cosmetic or capital). These are scraps of old wallpaper and floor coverings, old plumbing fixtures, remains of building materials and materials, brick and concrete debris, dismantled window frames, knocked down tiles, empty containers for paint and materials.

A special feature of construction waste is its more homogeneous composition . This makes it easier to sort and transport. In addition, construction waste is not compressed in a waste compactor truck. For its collection and transportation, special garbage containers PUKHTO (Solid Waste Disposal Point) with a capacity of up to 27 cubic meters are used.

What is construction waste?

Construction waste, according to its state of aggregation and physical form, is divided into solid (stone, concrete, asphalt brick, wood, tiles, glass, plastic), liquid (paint, varnish, glue, solvent) and bulk (sand, gravel, crushed stone, soil). Modern classification is carried out according to the Federal Classification Catalog FKKO, which provides a complete list of waste with a definition of the hazard class (approved by Order of Rosprirodnadzor No. 242 of May 22, 2017, as amended in 2019). In accordance with the FKKO Catalog, waste left after construction is classified as segment 8, and its main types are as follows:

  • Waste from the construction of buildings and structures.
  • Waste from construction site preparation and demolition of buildings.
  • Waste after dismantling and repairing road surfaces.
  • Waste from dismantling the repair of railway track facilities.
  • Waste from repairs and construction of radiation hazardous facilities.
  • Other repair and construction waste.

Construction waste categories

To properly organize the removal of construction waste, it is divided into three categories. This classification is used mainly in the construction of large facilities where large amounts of waste are generated. At small sites, construction waste is not sorted, but is removed simultaneously.

  • First category . Garbage remaining after the completion of the preparatory stage (clearing the construction site and demolishing buildings located in the area). This waste is removed before construction begins.
  • Second category . Construction waste accumulated during the construction phase. Includes construction debris and empty containers of construction materials. Removal is carried out regularly throughout construction, as accumulation occurs.
  • Third category . Waste accumulated during the finishing work stage. This includes the remains of wallpaper, linoleum, varnish, paints, and construction adhesive. Removal is carried out at the end of construction work.

All residues of toxic and noxious substances are collected separately and disposed of in a special way.

Classification is also carried out depending on the type and size of construction waste.

  • Large - most often belongs to the first category. It accumulates as a result of the dismantling of building structures and the demolition of detached buildings during the preparatory stage of construction.
  • Small-sized . Includes remnants of paper and cardboard packaging. It accumulates mainly during the second and third stages of construction.
  • Lightweight materials or construction debris . This is all kinds of small debris: debris, crumbs, paint and varnish residues after the completion of finishing construction and finishing work.

Danger and cargo class

Some construction waste is difficult to dispose of and can significantly worsen the environmental situation. Improper storage and handling of such cargo can pose a serious threat to the environment, human and animal health. To bring order to this issue, each type of construction waste is assigned to a certain hazard class. There are five of them in total:

  • The first class includes extremely dangerous goods . This is practically non-decomposing construction waste that can cause harm to the environment for a very long time (several centuries). This includes polymers and hazardous chemical compounds (a by-product of industrial production), waste from the dismantling of chemical and radioactive facilities, waste fuel oil and impregnations used to protect wood from destructive processes.
  • Second class or highly dangerous . Their destructive impact on the environment is also great, and their half-life is 30-50 years. Second-class construction waste causes significant damage to the world's ecosystem.
  • The third class is moderately dangerous cargo . It includes waste from the paint and varnish industry, motor, diesel, automobile oils, and nitrates. It takes 10-15 years to destroy them. This is also quite a long period.
  • The fourth class of cargo is assigned the category “ low-hazard ”. It is the most extensive, since most of the construction waste after repair and construction falls specifically into the low-hazard category. The degree of impact on the ecological environment is assessed as low (recovery occurs in approximately three years). The damage to the ecosystem is small, but this type of waste cannot be completely discounted.
  • Fifth class - practically non-dangerous goods . When stored, they do not release harmful compounds into the environment. This class includes cargo of natural and organic origin (waste paper, unprocessed wood, relatively clean gravel and sand).

Pickup

The easiest way to solve the problem is self-pickup. And if we are talking about 2-3 bags that can be placed in the trunk of a car, then the problem is solved. Construction waste must be delivered to one of the approved landfills or recycling sites.

However, before transporting waste, it must be securely packaged. And if we are talking about transportation by car, then the waste should be packaged in special bags.

Where to buy bags for construction waste? They are sold in any specialized building materials store. Or they can be ordered through online stores. They differ from conventional ones in their large volume and high strength and can withstand heavy loads. Price - from 6 to 30 rubles, the goods are sold at retail and in batches of 10-50 pieces.

How to export

There are 3 ways to solve the garbage disposal problem. Let's look at each of them:

  1. New buildings . Housewarming is not only joy, but also hassle in the form of major repairs. Usually the decision to transport large amounts of garbage is decided at a meeting of residents, but the best solution would be to contact a specialized organization.
  2. Managing organizations . Some of them enter into agreements with apartment owners for garbage removal. A special tank is installed near the house, and non-residents put all waste in it. An additional payment line appears on receipts. The downside is the high cost of such services.
  3. Contact the company yourself . The owner of the apartment submits an application and concludes an agreement. Advantages: installation of a container of the required volume and for any period; possibility to agree on replacing a full tank with an empty one. Both container carrier and forklift are provided. It all depends on the type of garbage.

You should not throw construction waste yourself at the nearest landfill - it will not be accepted. Some types are prohibited from being stored in a landfill because... they are subject to mandatory recycling.

Sale

Perhaps you shouldn’t figure out where to throw construction waste. If there is a lot of waste and it could be useful to someone else, it is worth selling it. Many organizations are happy to purchase broken bricks and concrete, pieces of asphalt, clay, soil or sand. Much less often, buyers are interested in film, wood scraps or plastic.

Prices are approximately as follows:

  • soil - from 50 rubles per cubic meter;
  • construction waste - from 110 per cubic meter;
  • broken bricks, concrete slabs and asphalt - from 15 rubles.

This waste is used to fill ravines and holes and as secondary crushed stone. In most cases, it is profitable to sell construction waste only if it is available in large volumes, that is, when building high-rise buildings. However, even in private construction, you can sell some of the rubbish, for example, soil from a foundation pit.

Garbage after renovation: what to do with it

The updated interior pleases the eye with cleanliness and neatness. But what about the waste left after repair work? Construction waste belongs to hazard class V, that is, it is believed that it does not have a negative impact on the ecosystem. But it's not that simple. Even wood is not always harmless. Usually it is impregnated with dyes, which release harmful impurities when burned.

In addition, such rubbish is quite large. It does not fit in tanks located near houses intended for solid waste. The hydraulic system of garbage trucks simply will not lift a container that is too heavy. Therefore, it is impossible to throw waste there after construction.

Note: In the courtyard of many new buildings today, special bins for construction waste are installed. This is not the case in old houses. The bunker can be ordered with prepayment, but it is only provided for 2 hours. During this time, the container is loaded and removed.

You can take the rubbish left after renovating your apartment to the landfill. But there are several nuances here. Not every site will accept old flooring, broken bricks and other rubbish. Let's consider the main options for packaging construction waste:

  • Fabric bags are good for collecting almost any type of waste. Just make sure that there are no cutting edges that could pierce and tear their walls.
  • Polypropylene bags are perfect for concrete debris, pipes, scraps of reinforcement, and broken bricks. They can withstand heavy loads and are easy to transport.
  • It is convenient to put scraps of scraps, light garbage, and scraps of old wallpaper in plastic bags.

Ordering a container for construction waste

It does not always need to be ordered from a third party. During renovations in a new building, the management company often keeps a special container for construction waste - until a certain time. Before deciding where to dispose of construction waste, you should remember that only the owner of the premises is responsible for the disposal of his own construction waste. There is no need to quarrel with the management company, which clearly will not like the improper use of household tanks. There is no need to anger neighbors who will not be able to throw waste into overflowing containers. Moreover, there is no need to arrange unauthorized dumps in the forest - this will be followed by penalties.

Fine for throwing garbage in Russia

In Russia, few residents actually treat their surroundings (city, village, country) as their own home. This is evidenced by throwing garbage “past the trash cans”, out the car window, out of the window of the house and, in general, onto the street. This leads to litter and it is not always easy to achieve fair punishment for breaking the law.

In Russia, a fine for throwing garbage is provided for in Article 8.2 of the Code of Administrative Offenses. We are talking about “non-compliance with environmental requirements”. Violation will result in a fine of 1-2 thousand rubles for individuals, 10-30 thousand rubles for officials. For those who are engaged in business without a legal entity – 30-50 thousand rubles or administrative suspension of activities for up to 90 days. Legal entities are subject to a fine of 100-250 thousand rubles. Here they may also decide to suspend activities for 90 days.

The amount of the fine depends on the severity of the violation committed. In addition, there are other articles under which a violator can be fined. For example, for those who throw garbage out of their cars, the fine will vary from 300 rubles to 10 thousand rubles. Let's look at a few examples.

What is the fine for littering in public places?

Disposing of garbage is allowed in specially designated places, namely:

  • garbage containers and bins;
  • garbage bins;
  • urns;
  • special sites or storage bunkers.

Disposing of waste in other places is prohibited and subject to a fine. The amount of punishment varies from 100 to 300,000 rubles. depending on the circumstances of the violation.

Punishment for littering near the house, for throwing garbage out of the window of the house, as well as in public places past the trash can is determined by Article 8.1 of the Code of Administrative Offenses of the Russian Federation. In case of a minor violation, the culprit will receive a warning. The fine under Article 8.1 of the Code of Administrative Offenses is:

  • 1000 – 2000 rub. for citizens;
  • 2000 – 5000 rub. for officials;
  • 20,000 – 100,000 rub. for legal entities.

“Failure to comply with environmental requirements during territorial planning, urban zoning, territory planning, architectural and construction design, construction, major repairs, reconstruction, commissioning, operation, decommissioning of buildings, structures, structures and other capital construction projects - entails a warning or imposition an administrative fine for citizens in the amount of one thousand to two thousand rubles; for officials - from two thousand to five thousand rubles; for legal entities - from twenty thousand to one hundred thousand rubles.”

The fine for littering at the entrance is also determined according to Art. 8.1 of the Administrative Code and ranges from 1000 to 2000 rubles. However, such fines are issued quite rarely, and the violator is only given a warning.

Penalty for throwing construction waste into a container

Construction and bulky waste (cabinets, sofas, etc.) are prohibited from being thrown into standard waste containers.

“Bulky waste, old furniture, bicycles, leftovers from current apartment renovations, etc. must be collected at specially designated sites or in storage bins and, at the request of housing service organizations, transported by garbage trucks for bulky waste or ordinary freight transport" (clause 3.7.15 of the Resolution of September 27, 2003 N 170 "On approval of the Rules and Norms of Technical exploitation of the housing stock").

If your yard does not have a container designed for collecting bulky or construction waste, then you are responsible for organizing the removal of such waste. To do this, you can use the services of special carriers or take the garbage to the landfill yourself. Otherwise, you will be fined for unauthorized dumping of garbage in the wrong place under Art. 8.1 Code of Administrative Offenses of the Russian Federation:

  • 1000 – 2000 rub. for citizens;
  • 2000 – 5000 rub. for officials;
  • 20,000 – 100,000 rub. for legal entities.

Important: Until construction waste ends up in a landfill, you are responsible for it. Store it in compliance with fire safety and sanitary standards.

What are the fines for throwing garbage out of a vehicle window?

A fine for throwing garbage out of a car window will cost the offender from 300 to 10,000 rubles. depending on what article the punishment will be imposed. According to Part 1 of Art. 11.21 of the Code of Administrative Offenses of the Russian Federation, the violator faces a warning or an administrative penalty in the amount of 300 rubles:

“Pollution of rights-of-way and roadside strips of highways... entails a warning or the imposition of an administrative fine in the amount of up to three hundred rubles.”

Article 12.33 of the Code of Administrative Offenses of the Russian Federation establishes a more severe punishment for throwing garbage out of a car window in cases where a threat to road safety was created.

  • 5000 – 10000 rub. for citizens;
  • 25,000 rub. for officials;
  • 300,000 rub. for legal entities.

“Damage to roads, railway crossings or other road structures or technical means of organizing road traffic, which creates a threat to road safety, as well as deliberate creation of obstacles in road traffic, including by polluting the road surface, shall entail the imposition of an administrative fine on citizens in the amount from five thousand to ten thousand rubles; for officials - twenty-five thousand rubles; for legal entities - three hundred thousand rubles.”

If the garbage was thrown from a railway or water transport, the offender will receive a warning or pay 100 rubles. fine under Part 2 of Art. 11.17 Code of Administrative Offenses of the Russian Federation.

“Throwing garbage or other objects onto railway tracks and platforms or overboard a sea or inland water transport vessel - entails a warning or the imposition of an administrative fine in the amount of one hundred rubles.”

Do not assume that when an agreement is concluded, you can throw construction waste into any container; a special large tank will be installed for this. If your organizational skills are looking for a way out, try to come to an agreement with the residents of all the houses and officials of the company that serves you. You are unlikely to achieve results, but at least direct your energy to good purposes.

Every city has a company engaged in the removal and disposal of construction waste. You only need to place an order and pay for the service, the company’s employees will do the rest. At the appointed time, workers will remove the bags and take them to the landfill. You don’t even have to check whether the company has a license for recycling, where it will take the waste; all claims will not be against the customer, but against the organization. There are enterprises that do not throw waste into landfills, but recycle it. In this case, renovating your apartment will not harm the environment; on the contrary, something useful will be made from old bricks and plaster.

No one wants to pay extra money, but you can consider this service not as an expense, but as a savings. First of all, a law-abiding person will save his nerves and reputation. Note: Since 2016, companies involved in waste collection and removal are required to have a license. Federal Law No. 458 speaks about this (clauses 2-3). Otherwise, their activities will be considered illegal.

Where can you legally throw trash?

Residents of apartment buildings must take out household waste to a container site equipped in the local area, or to a garbage chute (if provided for by the building design). In addition, trash cans and special areas in public places are provided for waste collection, as well as landfills and other equipped waste storage areas.

It should be borne in mind that the place in which this or that waste should be stored depends on the type of such raw material.

Thus, contrary to the prevailing practice in cities, leftover building materials, old furniture and other large items cannot be thrown into containers intended for collecting general waste.

They must be stored at special sites and removed at an additional cost by a specialized organization that has a license for this type of activity and access to large landfills where waste is stored and processed.

Biological or other hazardous wastes are disposed of in a special manner, since they can cause significant harm to the environment. In addition, it is strictly prohibited to dump garbage in forests, special protected natural areas, transport routes (including railways and waterways), etc.

Entrepreneurs and legal entities will pay from 10 and 100 thousand, respectively, or they may be punished in the form of administrative suspension of their activities.

Responsibility for damage to land by waste and agrochemicals is established by Art. 8.6 Code of Administrative Offenses of the Russian Federation. The fines for such punishment are higher than in previously considered cases. So, a citizen will have to pay up to five thousand rubles, an official (official) - up to thirty. Legal entities will be required to pay a fine of up to 80 thousand rubles, entrepreneurs of private legal entities - up to forty thousand rubles, and in especially serious cases - an administrative ban will be imposed on their activities for up to 90 days.

Since many people seriously believe that containers standing in a row on special platforms can be loaded with any rubbish. But this is not so, because the main purpose of these garbage containers is to collect solid household waste generated during everyday life in an apartment building. What does the legislation say about garbage?

In accordance with Federal Law No. 99-FZ of May 4, 2011 “On licensing of certain types of activities ,” all activities related to the collection, transportation, disposal, and processing of construction waste of hazard classes 1-4 are licensed . The license must specify what hazard class waste the contractor has the right to work with. Only those organizations that meet a number of requirements have the right to receive such a license:

  • Availability of buildings and structures necessary for the performance of the declared work, as well as facilities for the neutralization and disposal of construction waste of hazard classes 1-4.
  • Availability of equipment and installations necessary to carry out the work stated in the license
  • The personnel have the necessary professional training, confirmed by valid certificates for the right to work with waste of hazard classes 1-4.

Currently, the removal, processing and disposal of waste is carried out in accordance with the garbage reform, which has been operating in a number of Russian regions since 2022. In accordance with this program, large operating companies that have received a license for this type of activity are responsible for the removal, storage, and processing of waste. Operating companies take on the responsibility of monitoring the full cycle of waste management: removal, burial or recycling.

In accordance with the “Waste Reform” Law, Moscow, St. Petersburg and Sevastopol (federal cities) must switch to the proposed waste management procedure by January 1, 2022. An agreement on the organization of activities for the management of municipal solid waste in Moscow was concluded with the State Unitary Enterprise "Ekotekhprom" for a period until 2029.

What is construction waste?

Anyone who decides to start a renovation, even with a small amount of work, can face the problem of how to remove construction waste. Since it will be necessary to throw the construction waste into the yard to free up the premises. How to deal with mountains of old tiles, torn wallpaper, window and door frames and other similar rubbish, so as not to become a lawbreaker?

To begin with, it would be good to understand what kind of waste is construction waste. Everything is simple here, the waste that was generated as a result of dismantling, repair and restoration is called construction waste. This includes:

  • scraps of metal structures;
  • pieces of concrete, brick, beaten plaster;
  • old window frames and door blocks;
  • remnants of drywall, linoleum, wallpaper, laminate and tile, etc.

Article 8.1 states liability for violation of environmental standards during construction. Although the article itself does not contain detailed information about what exactly constitutes non-compliance with the requirements, it can be read in the official comments to the Code of Administrative Offenses of the Russian Federation.

Common violations of this article include: lack of fencing of the construction site and the release of construction waste beyond its boundaries. For non-compliance with the requirements of this paragraph of the article, namely for improper disposal of construction waste, a fine of 1,000 to 2,000 rubles is provided for individuals.

At first glance, the amount of the penalty is small, but paying it does not relieve the offender from the requirement to immediately remove his construction waste to the proper place. For legal entities, the fine for such a violation will range from 20,000 to 100,000 rubles.

If construction waste is not removed on time, then Article 8.41 will apply. The fine will start from 6,000 rubles for an individual, and for a legal entity – up to 100,000 rubles.

You also need to know that, according to local laws, the release of large volumes of waste from construction can be regarded as an unauthorized organization of a landfill. Fines for this can reach 50,000 rubles for individuals. persons, and for legal entities persons – up to 200,000 rubles. A fair conclusion would be that it is rational to remove construction waste without violating the requirements of the law.

What should be done with the generated construction waste and old furniture?

Not in all cases it is possible to predict the true scale of repairs, and the volume of waste may turn out to be greater than expected. In this case, there is no need to make hasty decisions about how to remove construction waste from the house. Because not the best ideas immediately come to mind, for example, putting trash near outdoor containers or on the landing. If you take the first route, you will eventually have to pay a fine, and if you take the second route, relations with your neighbors will deteriorate.

For urban conditions, the ideal option is to enter into an agreement with a specialized company that can remove the garbage.

This is a rational decision for two reasons: it will not entail the indignation of neighbors and the consequences of breaking the law. In addition, the amount of the administrative fine can be several times higher than the cost of such a service.

Removing construction waste yourself or hiring a company specializing in this?

Citizens who respect order will not create a dump of rubbish generated from renovations in their apartment. They will do the right thing and take him to a special training ground. Many of them believe that it is cheaper to remove garbage on their own than if a specialized organization is responsible for this. When you need to take out one or two bags of garbage in the trunk of your own car, this option is quite justified.

To remove bulky waste, you will already need a truck. Renting a flatbed truck or dump truck can cost a pretty penny, especially if the unloading location is located quite far from home.

In addition, the required landfill still needs to be found, because not all of them allow waste sorting and disposal of residues from building structures. And most importantly, all this requires a lot of effort and time. Therefore, it would be more rational to contact a company that specializes in waste removal and disposal.

Where to take away construction waste yourself

Since the responsibility for maintaining housing in multi-storey buildings rests with the owners, the accumulated waste from ongoing repair work can be taken to the house trash container. The idea of ​​self-repair and preservation of property in proper condition is supported by Art. 616 Civil Code of the Russian Federation, part 2.

The rules for removing construction waste from an apartment after a major renovation are regulated by Art. 55.24 and Art. 1 Civil Code of the Russian Federation. Unnecessary trash must be taken to a landfill, but it is difficult to drive to the disposal site and hand over unsorted waste on your own. There is no guarantee that they will be accepted there. Who pays for waste removal and how: we act according to the law

Owners of private households and apartments pay monthly fees for cold and hot water, electricity, heat, gas, and other utilities. Everyone has long been accustomed to this. In the same way, owners and tenants of housing, according to Art. 154 of the Housing Code of the Russian Federation, are required to pay for the management of solid municipal waste.

Payment for the removal of solid waste is included as a separate line in utility bills and is paid to the address of the regional contractor. It is calculated according to the tariffs and standards in force in the region, taking into account the number of residents registered in the apartment. If no one is registered in the home, the calculation is based on the number of owners - Article 157 of the Housing Code of the Russian Federation, paragraph 1.

Small amounts of waste generated during routine repairs can be thrown away without additional payment, since you pay for it using a receipt.

Tariffs and calculations

How the removal and disposal of MSW is calculated is indicated in clauses 148 (34), 148 (36) of the Government of the Russian Federation of May 6, 2011 No. 354. According to the reporting of regional operators, the total payment amount is distributed as follows: 52.5% goes to cover expenses related to collection and transportation, 41.5% is spent on neutralization and disposal, about 6% on servicing contracts. The profit is less than 1%.

There is nothing illegal in the requirement to pay additionally for the removal of bulky waste from a specific apartment. According to Decree of the Government of the Russian Federation dated April 4, 2016 No. 269, the collection of garbage and waste collected after major restructuring is not included in the tariff rates of the regional contractor. The owner himself is responsible and pays for its treatment. You can entrust the removal to a management company or a third-party company and pay for services on a contractual basis.
